В статье анализируется проблема влияния поведенческих предписаний, выдаваемых ФАС России участникам слияний, на уровень цен. Основное предположение заключается в том, что выдача ценовых предписаний может привести к возникновению жесткости цен в сторону понижения в результате действия эффекта храповика или облегчения согласования цен между продавцами. В статье проведен анализ 11 сделок слияний с предписаниями за период 2006–2010 гг. и изучена динамика цен 14 продуктов. В ходе исследования практически не обнаружены свидетельства в пользу гипотезы о возникновении жесткости цен в сторону понижения после выставления ФАС России корректирующих условий участникам слияний.

This article explores how behavioral merger remedies of Federal Antimonopoly Service of Russia affects the price level. The main assumption implies that issuance of price remedies by antimonopoly authority may cause downward price rigidity as a result of ratchet effect or tacit collusion. The article includes analysis of 11 mergers with behavioral remedies during the period 2006–2010 and price dynamics for 14 products. In the course of the research the hypothesis that the issuance of price remedies caused downward price rigidity was not confirmed.
